.gitlab-ci.yml: do not use build:secure on forks

Forks may not have access to secure runners. Restrict build:secure to https://gitlab.archlinux.org/archlinux/archiso/ only. Fixes https://gitlab.archlinux.org/archlinux/archiso/-/issues/106 .
